      Board recounts ballots by hand for Toledo and Ottawa Hills Council election

      In Toledo, five votes separate Larry Sykes and incumbent Adam Martinez.

      Results from the November General Election were too close to determine some of this year's winners.The Lucas County Board of Elections started a recount Thursday to decide who gets the last seats for the Toledo City Council and Ottawa Hills Village Council.In Toledo, five votes separate Larry Sykes and incumbent Adam Martinez. Results in November show Sykes received about 19,282 votes, while Martinez had 19,277 votes.Only one vote separates the winners and losers in Ottawa Hills out of 570 votes. The current tally has Robert Reichert beating Edward Shimborske.Members from the board are hand counting ballots that were randomly selected from a number of precincts. Once they reach 5 percent of the total vote and it matches with previous results, the election will be officially decided on Dec. 11.
