Flags are flying at half-staff across the state Tuesday morning to remember former Ohio Governor John Gilligan.
Gilligan died at 92 Monday. Gilligan was also a member of the U.S. House of Representatives before becoming Ohio's 62nd governor in 1970. The liberal Democrat and former teacher was behind the effort to enact the state's first corporate and personal income tax to raise money for struggling schools.
Gilligan's daughter is Kathleen Seblius, the current Health and Human Services Secretary under President Obama.
