According to the Toledo Blade, the policy would only effect new hires and not those already employed by the city.
The plan would help save the city money on health care costs, according to Mayor Collins. He has said the plan is not a political maneuver, just good public policy.
Toledo's Hollywood Casino and The Cleveland Clinic have similar restrictions on new hires, but Toledo could be the first major city in the state to implement such a policy.
Some Toledo City Council members have expressed concern, saying not hiring smokers could eliminate some qualified members of the talent pool or create unintended consequences.
