Toledo Police Chief Mike Navarre said Monday he is reviewing the police report filed after a Toledo teenager claimed he was brutally beaten by police last Friday. Trevor Casey's mother filed a complaint with Internal Affairs alleging police brutality against her 14-year-old son.
Casey, along with his family, says he was beaten by Toledo police officers outside the LMHA Brand Whitlock Homes in Central Toledo around 8:30 a.m. Friday, May 15.
A neighbor recorded a portion of the altercation on video, revealing Casey under police control and with a bloody face.
According to a police report obtained by NBC24, the boy admits to smoking marijuana prior to police arriving at the scene. Police say when they arrived on patrol at the location, Casey stopped in front of their vehicle and began dancing. Minutes later he and three other males were seen loitering on the steps of one of the homes of the public housing community.
Officers approached the group, determined no one lived inside the unit at 175 Brand Whitlock and ordered the group to leave. All but Casey left when ordered. After refusing a second order to leave, Casey was told he was under arrest. He refused to put his hands behind his back and struggled with officers as they tried to hand cuff him. One of Casey's hands was placed in cuffs before he swung his arm, striking an officer in the chest.
Casey struggled with officers for another five minutes as they urged him to stop resisting and put his arms behind his back. The teen's kicking intensified and officers wrestled him into a corner, applying pressure and body strikes to subdue him. Casey did not stop resisting so officers continued to strike him in the face. Casey was finally pushed to the ground as officers were able to force his hands behind his back.
The teenager was treated for a bloody nose and swollen lip on the scene by medical personnel. He treated at St. Vincent Mercy Medical Center and released to the Juvenile Justice Center where he was booked without injury or incident.
Casey has been charged with assaulting an officer, resisting arrest, obstructing official business and disorderly conduct. According to Juvenile Prosecutor Lori Olander, Casey was on probation for underage drinking at the time of the incident. She says he should have been at school at Jones Junior High School when the altercation took place.
A trial date has been scheduled for June 2.

WITNESSES SAY THAT MY BROTHER WAS COMING DOWN A WALK WAY WHERE THE POLICE CAR WAS AT IN A PROJECT COMMUNITY.(IN THE MIDDLE OF THE WALK WAY). MY BROTHER LOVES TO DANCE SO HE WAS DANCING UP THE SIDEWALK AND AROUND THE POLICE CRUISER. WHEN HIM AND 2 OF HIS FRIENDS GOT AROUND THE CAR THEY SET ON SOMEONES PORCH IN WHICH WHO THEY DIDN'T KNOW. THE POLICE TOOK OFF AND SWOOPED BACK AROUND IN THAT SAME MINUTE AND SAID TO THE TEENAGERS, "YALL KNO WHO LIVES HERE", AND THE TEENAGERS ALONG WITH MY YOUNGER BROTHER SAID "NO". THEN THE POLICE OFFICERS SAID," WELL YALL GOT TO LEAVE THIS PORCH". SO THEY STARTED TO LEAVE THE PORCH, MY YOUNGER BROTHER WENT SLOWER THAN THE OTHERS BUT ABOUT TIME HE GOT TO HIS FEET ONE OF THE OFFICERS WHICH IS OFFICER BILLS JUST WALKED UP AND STARTED CHOKING HIM AND THEN THEY BOTH( OFFICER BILLS AND OFFICER DANIELS) STARTED TO SLAM TREVOR( MY YOUNGER BROTHER, 14 WEIGHS 120) UP AGAINST THE POLICE CRUISER'S HOOD. AT THIS TIME THE CRUISER HAD BEEN ON PROBABLY ALL DAY SO WHEN THEY SLAMMED HIM ON THE HOOD HE WAS GETTING BURNED SO EVERYTIME THEY SLAMMED HIM ON THE HOOD HE WOULD YELL ITS HOT AND TRY TO GET UP. THATS WHEN THE OFFICERS STARTED TO HIT HIM. THEY STARTED PUNCHING HIM IN HIS FACE AND KNEEING HIM IN HIS SIDE. SO NATURALLY HE TRIES TO COVER UP BUT THATS WHEN ONE OF THE OFFICERS GRAB HIM AND PICKS HIM UP. WHILE THE OFFICER IS HOLDING HIM THE OTHER IS HITTING HIM IN HIS FACE WITH HIS BILLY CLUB AND WHILE HE'S DOIN THAT THE OFFICER THAT WAS HOLDING HIM STARTED CHOKING HIM. MY BROTHER STARTED TO WIGGLE BECAUSE HE COULDNT BREATHE. SOME HOW THEY LET HIM GO THEN HE JUS DROP TO THE GROUND. THE OFFICER THAT WAS CHOKING HIM SAID " DONT GET WEAK ON ME NOW". AT THAT POINT MY BROTHER WASNT COMPLETELY OUT HE STARTED TO GET UP THEN OFFICER BILLS PICKS HIM UP AGAIN AND STARTED CHOKING HIM. AT THIS TIME THE CUFFS ARE ON BUT HE STILL CHOKES HIM ANYWAY AND COVERS HIS MOUTH AND NOSE WHILE DOING IT. YOU CAN SEE THE REST IN THE FOOTAGE.
